Not right-clicking on a toolbar, toolbar preferences

I'm not having an issue when I expand the Toolbars - I see the same ones you do. When I choose Preferences from the Toolbar Preferences link, though, I see some extra preference panes, including one called "General" with what appear to be eclipse preferences (Perspectives, Workspace\Build order, Appearance\colors and fonts, etc), and one called "Help" that allows me to specify a help server.

I previously attached a screenshot, but I will add another.
